Scope
The incumbent reports to the Manager, Health and Safety, the incumbent provides institutional oversight for the management of hazardous materials including risk assessment of academic research and service activities, training, inspections, programme development, incident investigations and performs committee work. He/she is also responsible for the management of the hazardous waste programme.
Primary responsibilities
- Act as the Radiation Safety Officer in accordance with regulations of the Canadian Nuclear Safety Commission; ensure that teaching and research activities are in full compliance with the terms of University’s consolidated license; oversee risk assessments, certifications, training, inspections & monitoring, reporting, recordkeeping, internal communication; represent the University with the federal inspectorate.
- Manage the Hazardous Waste Programme including the collection, storage, manipulation and disposal of hazardous waste; administer contract with certified collection and disposal services to ensure quality control, environmental compliance and due diligence.
- Participate as the Chemical Safety Specialist on the EHS Emergency Response Team and ensure adequate training for team members; participate with other EHS professional on the Safety Audit team.
- Inspect and monitor laboratories and other areas where hazardous materials are used and report deficiencies to the appropriate authorities.
- Evaluate new projects and plans involving hazardous materials and radioisotopes to evaluate risks and identify facilities and service requirements.
- Provide advice, assistance, support, and training to individuals and departments as requested; coordinate and deliver training session, as needed.
- Evaluate and report the level of compliance with WHMIS, TDG and other health, safety and environmental regulations relating to hazardous materials and develop and implement administrative controls as appropriate.
- Assist in the development of policies and procedures.
- Maintain records and statistics; prepare and submit reports both internally and to external compliance agencies, as required.
- Represent the University to external compliance bodies.
Requirements
- Bachelor’s degree in Chemistry or in a field related to the primary responsibilities and two to four years of experience in an academic environment.
- Certification of training as Radiation Safety Officer from a training institute recognized by the Canadian Nuclear Safety Commission.
- Certification of training (train-the-trainer) for WHMIS and Transportation of Dangerous Goods.
- Good spoken and written English and French (Level 4) in order to provide training, detailed information to internal and external clients and to prepare elaborate reports, correspondence, and documents.
- Basic knowledge of Word (to prepare documents), Excel (to create, update and maintain spreadsheets) and Power Point (to create presentations).
- Ability to work independently and collaboratively as part of an interdisciplinary team.
- Superior communication, interpersonal, and organizational skills.
- Ability to trouble-shoot, problem solve.
- Take initiative and follow through on projects.
- Member of the Quebec Order of Chemists or eligibility.
- Pass “Control Goods” security clearance.
- Ability to wear a respirator and be medically fit to work in an environment where toxic materials may be present
- Physical ability to perform primary responsibilities (i.e.: must be able to lift, carry, transport and pull weights up to 20 kg and 205 L chemical drums) as attested by successful completion of medical evaluation to the University’s satisfaction.
Salary
$ 57,922.98 -69,223.33 per annum
